CIC & eCOM ASIA PACIFIC SIGN AGREEMENT ENHANCING
PRODUCT LEADERSHIP & WORLDWIDE REVENUE POTENTIAL

CIC Releases its Popular Enterprise Class
eSignature Solution Localized for Chinese Markets

Redwood Shores, CA, and Perth, Australia, January 26, 2006 - (OTC BB: CICI) Communication Intelligence Corporation (“CIC”), a leading supplier of electronic signature solutions for the financial industry and the recognized leader in biometric signature verification and eCom Asia Pacific Pty Ltd (“eCom”), a developer, integrator and eSignature outsourcer of business applications leveraging eSignature capabilities, as well as a distributor of eSignature technology, in the Asia Pacific region announced today that they have signed an additional licensing agreement thereby establishing a cross  licensing relationship.

In June of 2005, CIC announced the appointment of eCom as exclusive master reseller of CIC products with responsibility for establishing optimal distribution channels within the People’s Republic of China. eCom, an experienced eSignature solutions provider, has been a proven reseller and integrator of CIC eSignature products in the Asia Pacific region for over six years. That agreement is aimed at enhancing sales coverage in China by leveraging CIC eSignature products based on over a decade of China market participation by CIC China. eCom has strengthened its product development and market know-how since the June 2005 announcement through the acquisition of Florentis Ltd., a technology developer and integrator in the UK. Florentis, CIC’s integration partner, developed the applications employing CIC’s product currently in use at Nationwide Building Society, a CIC customer since 2002.

The license agreement announced today reflects close collaboration on new product initiatives.  CIC has released its popular Sign-it® eSignature products, which provide a framework for common processes and procedures for various eSignature methods, localized for the Chinese market with enhanced features including electronic “chops” for corporate seals and PKI support, designed specifically to meet the legal requirements established under Chinese law in 2005. The Chinese localization was a joint development effort by the eComGlobal Beijing and CIC teams.

Under the cross licensing arrangement, CIC is utilizing technology from eCom’s LQ Framework product within CIC’s recently announced Sign-it XF. LQ has achieved acceptance and growing adoption with some of Asia’s largest insurance companies over the past eighteen months, with both the java and .net platforms. It has also enabled CIC to rapidly respond to market needs by leveraging proven technology already deployed by eCom.

“We look forward to the increasing contributions of eCom as our master reseller for the ASEAN region,” stated Guido DiGregorio, CIC’s Chairman & CEO. “With the introduction of our localized Chinese products, the distribution network eCom has established and eCom’s increased presence in Europe, we expect to achieve our revenue and partnership objectives more rapidly.”

“The combination of CIC and eCom’s eSignature solutions enables us to meet the broad range of requirements for our direct enterprise customers and integration partners while providing CIC new product functionality for the US market,” commented Michael J. Ryan, CEO of eCom. “The complimentary nature of our businesses, technologies, and capabilities are key drivers for expanding our relationship and we anticipate that both organizations will leverage this into increased market penetration and global revenue growth.”
